I bought this Altera Cyclone II FPGA development board with a programmer from eBay. It didn’t come with any software or instructions as is usual from eBay these days.
From initial search, I found the support for this development board on Hobby Components forum.

However, these turned out to be dead links.
So I thought maybe they have moved the files, so I went to Altera’s main web page altera.com, but it redirected to Intel’s website. Turns out that in 2015, Intel purchased Altera for $16.7 billion.
I looked for Quartus II Web Edition on Intel’s website and found it. It’s a huge file, over 4GB. While downloading it, I read up a bit about it and figured out that it doesn’t support Cyclone II for being an old product. It felt like I had bought some junk for which even the software wasn’t available anymore.
After searching a bit further online, I found that an older version of Quartus was still available that supported Cyclone II. You can download it from here if still available:
